Abstract
Key accomplishments include the return to in-person course deliveries at Regional Training Centers, marking the first time since the pandemic. EnCompass successfully delivered 11 current HCTM courses, with a total of 793 participants trained. Notable achievements include the first in-person delivery of the Supervisor Certification Course (SCC) since pre-pandemic at the Asia Regional Training Center in Bangkok, Thailand, and the first in-person delivery of the HR Essentials course at the Ubunye Regional Training Center in Pretoria, South Africa. EnCompass also made progress in designing new HCTM courses, including the pilot delivery of the Executive Core Qualifications (ECQ) course, which drew 15 participants. The company successfully executed several activities related to the design and redesign of USAID courses, submitting five cost proposals, three macro designs, and two micro designs for client approval. EnCompass held two events, including the Inclusive Leadership Summit (ILS), which drew 746 participants, and began one pilot delivery. The project's evaluation details are outlined in the "Evaluation" section of the report. EnCompass completed several tasks for the Global Workforce Learning Strategy (GWLS), which has been put on hold until option year (OY) 1 by request of the Contracting Officer's Representative (COR). The company also successfully coordinated all aspects of travel and preparations for in-person course deliveries, collaborating closely with Mission points of contact on logistics and advance preparations. Despite these accomplishments, EnCompass faced challenges related to low registration for certain courses, including the January HRE, February C3, March 4-Day vILT SCC, and all MCC and virtual HRE course deliveries. These cancellations have implications for the planning and scheduling of courses, and EnCompass and HCTM will revisit the delivery of these courses in OY1. The GLSS project's progress is reflected in the delivery of 11 current HCTM courses, with a total of 793 participants trained. EnCompass's efforts in designing new HCTM courses, including the pilot delivery of the ECQ course, demonstrate the company's commitment to supporting the USAID's learning and development needs. The project's evaluation details and the challenges faced by EnCompass highlight the complexities of implementing a large-scale learning and development project. EnCompass's submission of five cost proposals, three macro designs, and two micro designs for client approval demonstrates the company's ability to adapt to changing project requirements. The successful delivery of the Inclusive Leadership Summit and the pilot delivery of the ECQ course showcase EnCompass's expertise in designing and delivering high-quality learning experiences. The GLSS project's progress is a testament to the collaboration between EnCompass and USAID, with a focus on delivering high-quality learning and development solutions to support the Agency's workforce. The project's evaluation details and the challenges faced by EnCompass highlight the importance of ongoing evaluation and adaptation in ensuring the project's success.
