Abstract
Key activities included in-person deliveries at Regional Training Centers and Missions, submission of quarterly and monthly reports, and delivery of 10 Office of Human Capital and Talent Management (HCTM) courses. EnCompass also designed three new HCTM courses/sessions and five e-learnings during the quarter, delivered the second in a series of Fireside Chats, and piloted the in-person Executive Core Qualifications (ECQ) Foundational Program. EnCompass successfully delivered a total of six in-person deliveries, including one 10-Day Supervisor Certification Course (SCC) at the African Center for Excellence (ACE) in Accra, Ghana, and one 10-Day SCC at the Asia Regional Training Center (ARTC) in Bangkok, Thailand. Additionally, EnCompass virtually delivered seven New Employee Orientations (NEOs), two 4-Day SCCs, and one Leveraging the Federal Employee Viewpoint Survey (FEVS) Workshop. The company completed the design of the 9-day SCC version and received client approval for SCC and HRE Quarterly Learning Burts. EnCompass also successfully delivered four team events at various locations in Washington, DC, including a team event for the Center for Professional Development (CPD) on Communication at Management Concepts, a retreat for the Executive Secretariat (ES) at the General Services Administration (GSA) Convention Center, a team offsite event for Staff Care Services Center at Management Concepts, and a team working session for the Deputy Chief Human Capital Officer (DCHCO) at the Partnerships for Public Service (PPS) venue. The primary focus of the reporting period was completing activities and tasks related to project management, learning strategy, and evaluation under the GLSS contract. EnCompass completed additional administrative and contractual tasks, such as submitting the required monthly status reports. The company also successfully coordinated all aspects of travel and preparations for in-person course deliveries, working closely with Mission points of contact on logistics and advance preparations. However, EnCompass faced challenges during the quarter, including low registrant numbers for some Mission-specific deliveries and low enrollment numbers for the Manager Certification Course (MCC). Due to low enrollment numbers, one MCC at the ARTC in Bangkok, Thailand was cancelled during this quarter, and all subsequent MCCs have been cancelled for this fiscal year (FY). HCTM will revisit the need for both MCC Phase II and MCC Phase III courses while planning for FY 2025. EnCompass successfully executed several activities related to the design and delivery of new USAID courses during the reporting period. The company submitted three cost proposals, one macro design, and four micro designs for client approval during the quarter. EnCompass also successfully held a pilot delivery of the ILT ECQ Foundational Program and completed the second of two Fireside Chat virtual convenings, reaching 437 participants from across the Agency. The Global Workforce Learning Strategy (GWLS) resumed in early February with a kick-off meeting/deep dive with key stakeholders on February 3, 2024; however, the activity was later paused at the direction of HCTM on February 15, 2024. EnCompass will continue to work on the GWLS in the upcoming quarter.
