Abstract
The project is based on a Theory of Change and People to People approaches, and it focuses on three components: Training, Dialogue, and Cooperation. The project will be implemented in three regions: Valle del Cauca-Buenaventura, Antioquia-Buriticá, and Antioquia-Porce Canyon, which have witnessed conflicts between business and local actors. The project will directly engage 150 participants and will be implemented by Fundación Ideas para la Paz, an independent Colombian think tank with 18 years of experience in conflict research and peace initiatives. The project's main objective is to improve the social and technical competencies of participants, enabling actors in conflict to recognize each other's interests and achieve common objectives. The project will achieve this through the following outcomes: 1. Improved social and technical competencies among participants, enabling actors in conflict to recognize each other's interests and achieve common objectives. 2. Enhanced dialogue between authorities, local communities, and the private sector, with the goal of creating scenarios that favor the management and sustainability of processes. 3. Improved capacity of actors in conflict to implement projects with common objectives, through the strengthening of coordination groups and local authorities. The project will be monitored through reports and technical supervision trips to the field, and will utilize two complementary methodological approaches: the Logical Framework (LF) and Outcome Mapping (OM). The combination of these approaches will allow for the monitoring of capacity development and changes in relationships between actors in conflict, both in quantitative and qualitative terms. The project's budget is USD$1,440,898, with USD$1,379,061 provided by USAID and USD$61,837 by Fundación Ideas para la Paz. The project will be implemented over a period of time, with the following phases: 1. At the beginning of the intervention, a baseline will be established to measure the current situation and identify the problems and conflicts to be addressed. 2. At the end of the first year, the project will measure the changes in relationships between actors and the problems addressed. 3. At the end of the project, a general diagnosis will be conducted to measure the impact of the project and determine whether it has contributed to breaking down the barriers that impeded a change in attitudes and recognition of actors. The project's monitoring and evaluation plan will be based on the following indicators: * Performance indicators and reporting * Cross-cutting issues, including gender and social * Management of the performance monitoring system * Performance reporting The project's evaluation and learning plan will be based on the following components: * Evaluation of the project's outcomes and impact * Analysis of the project's effectiveness and efficiency * Identification of lessons learned and best practices * Recommendations for future projects and programs The project's implementation will be carried out by Fundación Ideas para la Paz, with the support of technical supervision trips and reports. The project's success will be measured through the achievement of the project's outcomes and the impact of the project on the relationships between actors in conflict.
