The USAID Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program is providing technical assistance to the Department of Health (DOH) in the implementation of an end-to-end electronic management information system (eLMIS) as part of its endeavor in achieving the Universal Health Care (UHC) law.

Abstract
The program aims to address the current bottlenecks and challenges on information management associated with procurement and supply chain management (PSCM) functions. The MTaPS Program has been supporting the DOH in the introduction and deployment of eLMIS across the country since October 2021. The program has achieved several milestones, including requirements gathering, policy and institutionalization, process standardization, and system modification. As of the end of September 2023, a total of 136 warehouses have functioning eLMIS and are using eLMIS in their daily operations. The program has leveraged resources from relevant DOH bureaus, CHDs, and external partners, including Global Fund's principal recipients, WHO, and USAID Implementing Partners. The resources leveraged include funding for training, hardware, and hosting services. The total resources leveraged amount to $1,181,379. The program has also been working closely with SCMS to onboard more partners to support the continuous scale-up of eLMIS towards phases 4 and 5 in the coming years. The program is currently analyzing the resources and gaps to be presented to stakeholders during the eLMIS Transition and Sustainability workshop. The eLMIS implementation has shown significant progress, with 316 laptops were distributed to CHDs and select LGUs, and hosting services were provided for eLMIS and managed services. The program has also conducted an eLMIS review workshop with SCMS and CHDs, and provided training and support for the implementation of eLMIS. The program has also been working to ensure the sustainability of eLMIS, including the development of a sustainability plan and the onboarding of more partners to support the continuous scale-up of eLMIS. The program is committed to ensuring that eLMIS is used effectively to improve the efficiency of supply chain management and to enhance supply chain visibility. The program has also been working to address the challenges and gaps in the implementation of eLMIS, including the need for more resources and support for the implementation of eLMIS.
