The Center for Information and Education for the Prevention of Drug Abuse [CEDRO] initiated the activities for the "Alliance for Digital and Financial Services" project on December 15th, 2017.

Abstract
The project's objective is to modernize and diversify local markets in areas of Alternative Development in the regions of Huanuco, San Martin, and Ucayali, by accessing connectivity and financial services. The project is deployed in 5 components. In the "Connectivity and Digital Tools in Areas of Alternative Development" component, a diagnostic was conducted to identify the state of Telecenters, which revealed deficiencies that were corrected to ensure their operation within the project's actions. A Memorandum of Understanding was signed with Yachay Telecommunications, which presented a digital services package tailored to the local market. The proposal was validated during the deployment plan for 70 locations, and training on digital tools began for people in the project's intervention areas. A total of 461 people enrolled in the "Get Connected" course, with 390 passing the course. In the "Access and Use of Rural Financial Services in Areas of Alternative Development" component, Memorandums of Understanding were signed with Mi Banco and Microfinanzas Prisma, allowing for the delivery of their work plan for the next 5 years. Incidence actions began with other financial entities, including Caja Arequipa, Pagos Digitales Peruanos, and GMoney. Informative community sessions were conducted, reaching 228 people, including teachers, students, local authorities, cacao producers, housewives, and members of Neighborhood Boards. These sessions aimed to publicize the benefits of connectivity and the use of financial products and services. The "Fixed Amount Awards" component involved the hiring of consultancy FHI360 to receive technical assistance on managing donations received during the project's implementation. A training workshop was conducted for the technical and administrative teams involved in managing donations. Meetings were held with allies Yachay Telecommunications and Microfinanzas Prisma to address topics related to the requirements prior to the elaboration of the Fixed Amount Awards and the respective terms in the donation agreements. The "Challenge Funds" component will begin its activities in the project's second year of implementation. However, some topics related to the process and modalities of the call were addressed in the training workshop provided by FHI360. These contributions were taken into consideration for the elaboration of the Procedures Manual to Manage Donations. The "Monitoring, Evaluation and Learning" component involved the elaboration of a Monitoring, Evaluation and Learning Plan (MEL) and a Work Plan for the first year of the Alliance's activities. Monitoring tools and protocols were defined to provide information about the fulfillment of these activities. The area teams were trained on the importance of the MEL in the Alliance's implementation process and the correct use of the recently developed monitoring formats. The design and development of the Monitoring, Evaluation and Learning System (SIMEL) is in process, which will serve to collect and manage the information generated in the field and demonstrate the fulfillment of activities and project goals. The Communications Plan for the Alliance and the Branding and Marketing Plan were also drafted. The Alliance brand has been approved, and the brand manual is in the process of approval.
