Abstract
The program seeks to increase the level of activity among labor union leaders and members in specified fields, such as labor law and collective bargaining. The project's objectives are to develop meaningful, measurable, and verifiable targets for project accomplishment by the termination date. The proposed program includes broad development targets, such as increasing total membership, collecting dues, and enforcing labor legislation. However, the targets of this project need to be clearly defined. A draft proposal from Honduras is attached, which attempts to define the project's objectives and targets. While the proposal has some shortcomings, it represents a good effort at defining the project's goals. The Brazil proposal could possibly build on this effort with the objective of developing meaningful, measurable, and verifiable targets for project accomplishment. The project's current status is unclear, with no planned termination date. It appears that the project is a collection of individuals throughout the labor ministry, with no apparent overall objective of functional integration. It is suggested that the project be revised to include specified planned targets, such as a timetable for establishment and relationship to similar activities in other projects. The proposed program includes several specific objectives, such as improving the social security administration, expanding the work and hour division, and creating a country office. Alternatively, the project could continue as a part of the participant training program, focusing on the broadest objectives of union development. The project's geographic focus is on Brazil, with a specific emphasis on labor union development and activities. The timeframes for the project are not clearly defined, but it is suggested that the project be revised to include a clear plan and timeline for accomplishment.
