Abstract
The tool builds on the approach to strengthening a country's monitoring and evaluation (M&E) system described in the World Health Organization's document "Monitoring, Evaluation and Review of National Health Strategies: A Country-Led Platform for Information and Accountability." The tool was developed to assist health information system (HIS) managers and evaluators in identifying gaps and weaknesses in health facility and community information systems, with a view to strengthening the RHIS and improving the data. The RHIS Rapid Assessment Tool compares a country's RHIS to global standards and indicates where resources should be invested to improve the system. The tool is recommended in the WHO's "Survey, Count, Optimize, Review, Enable" (SCORE) package for assessing and improving RHIS. The SCORE package provides guidance on best practice measurement methods, standards, and tools to improve the availability, quality, analysis, access, and use of data in countries. The RHIS Rapid Assessment Tool consists of several components, including a data entry module and a data analysis and dashboards module. The data entry module allows users to enter respondent information and select responses from drop-down menus. The data analysis and dashboards module enables users to compile data, analyze findings, and create dashboards to display results. The tool also includes instructions for data collection, data compilation, and interpretation of results.
