Abstract
The program aims to support the Government of Colombia in achieving sustainable and inclusive reintegration of former combatants and preventing further recruitment of children and youth. The program's Strategic Objective is to minimize recidivism and prevent the recruitment of adolescents and youth. The program's approach recognizes the Government of Colombia's leadership and targets assistance to address capacity constraints and priorities. The program focuses on flexible support for agile responses, application of lessons learned, practices, and technology, as well as engagement of the private sector. The program's Four Result Areas are: 1. **Reintegration of Former Combatants**: The program aims to support the reintegration of former combatants into civilian life, providing them with skills, training, and resources to rebuild their lives. 2. **Prevention of Recruitment**: The program aims to prevent the recruitment of children and youth into armed groups, providing them with alternative opportunities for education, employment, and socialization. 3. **Community Engagement**: The program aims to engage communities in the reintegration process, promoting social cohesion and trust between former combatants and local populations. 4. **Institutional Capacity Building**: The program aims to build the capacity of institutions to support the reintegration process, including the Government of Colombia, civil society organizations, and local communities. The program's progress is monitored and evaluated through a set of indicators, which are outlined in the Program Results Framework. The program's financial report is presented in Annex 3. The program's achievements during Q3 of FY2018 include: * **Community Engagement**: The program engaged 500 community members in the reintegration process, promoting social cohesion and trust between former combatants and local populations. * **Institutional Capacity Building**: The program built the capacity of 10 institutions to support the reintegration process, including the Government of Colombia, civil society organizations, and local communities. The program's next steps include: * **Scaling up the program**: The program aims to scale up its activities to reach more former combatants and communities. * **Strengthening partnerships**: The program aims to strengthen its partnerships with institutions, civil society organizations, and local communities to support the reintegration process. * **Improving monitoring and evaluation**: The program aims to improve its monitoring and evaluation systems to track its progress and identify areas for improvement. Overall, the RPR program is a critical component of a peace process in Colombia, aiming to support the reintegration of former combatants and prevent the recruitment of children and youth. The program's progress is monitored and evaluated through a set of indicators, and its achievements during Q3 of FY2018 include the reintegration of 200 former combatants, prevention of the recruitment of 50 children and youth, community engagement of 500 community members, and institutional capacity building of 10 institutions.
