Denuncia and Identification The process begins with the receipt of a denunciation by the Procuraduría General de la Nación (PGN) regarding a possible violation of the rights of a Niña, Niño, or Adolescente (NNA).

Abstract
The PGN determines whether the case can be resolved through administrative means or if it requires referral to social services. Evaluation and Protection Plan If the case is deemed suitable for referral to social services, the PGN sends a copy of the denunciation and a detailed report to the Cambiando la Forma en que Cuidamos (CTWWC) for support in conducting the evaluation of the NNA and the family. The CTWWC provides a psychosocial support team to assist the PGN in the evaluation and development of a protection plan for referral to social services. Implementation of Protection Plan The Oficina Municipal de Niñez y Adolescencia Zacapa (OMNA) implements protection plans through the identification of social services for the strengthening of the family. OMNA and the Secretaría de Bienestar Social (SBS) coordinate directly with service providers to link families with available services. OMNA and CTWWC provide joint follow-up to families, with the follow-up period lasting six months to one year. The PGN closes the case after verifying the restoration of the child's rights. Coordinating Routes to Prevent Separation Conferences of case are held through technical analysis meetings, with the objective of providing feedback to the PGN on the progress of family strengthening integrated into the protection plan. The PGN receives the denunciation, analyzes it through the Determinación del Interés Superior del niño (DIS), and identifies whether the case can be resolved through administrative means or if it requires referral to social services. If so, the PGN sends a copy of the denunciation and a detailed report to the CTWWC to support the initiation of the NNA evaluation. Role of OMNA and SBS OMNA participates in technical analysis meetings for the development and implementation of the protection plan with the CTWWC. OMNA provides feedback on case progress and coordinates with the PGN to implement the protection plan. OMNA socializes and coordinates the protection plan with the family and NNA, and coordinates with OMNA and SBS to identify and refer social services for family strengthening. OMNA participates in case conferences and informs the PGN about case progress until closure. OMNA provides constant advice and accompaniment to institutions involved until direct linkage between PGN and OMNA is established. Role of SBS SBS analyzes the protection plan and identifies services that can be referred for family strengthening and the well-being of NNAs in the family environment. SBS coordinates with other municipal institutions to link services for families and coordinates with SBS to refer other services, such as the Educando en Familia program. SBS provides follow-up to families and NNAs in conjunction with CTWWC and participates in case conferences through technical meetings. SBS coordinates with service providers to link families to other social services and supports the Educuando en Familia program. SBS refers cases to Centros de Atención Integral (CAI) and participates in case conferences through technical meetings.
