The initiative began in the SUBIR project of CARE International in Ecuador from 1992 to 2002. Since then, ECOLEX has continued the effort with the support of the Paralegales Comunitarios, and between 2003 and 2007, it received support from the CAIMAN project. Currently, the program of Paralegales is supported by the Iniciativa para la Conservación de la Amazonía Andina (ICAA). All these projects were funded by the United States Agency for International Development (USAID).
