Abstract
The program is implemented by Deloitte Consulting LLP under Contract Number AID-674-C-17-00002, with funding from the United States Agency for International Development (USAID). The program's primary objective is to increase access to modern energy services, particularly electricity, in rural and peri-urban areas of SADC member states. To achieve this goal, SAEP focuses on three key areas: (1) energy access, (2) energy security, and (3) energy sustainability. In the second quarter of Fiscal Year 2021 (Q2 FY21), SAEP made significant progress in advancing its objectives. Key highlights for this quarter include the completion of a comprehensive energy access assessment in six SADC countries, which identified opportunities for increasing energy access through off-grid and mini-grid solutions. Additionally, SAEP facilitated the signing of a Memorandum of Understanding (MoU) between the SADC Secretariat and the African Development Bank (AfDB) to support the development of a regional energy access strategy. SAEP also made progress in promoting energy security and sustainability through the implementation of several projects and activities. These include the development of a regional energy efficiency strategy, the establishment of a SADC energy regulatory framework, and the provision of technical assistance to SADC member states to enhance their energy sector governance and regulatory capacity. In terms of challenges and risks, SAEP faced several obstacles during Q2 FY21, including delays in the implementation of some projects, limited availability of funding, and the impact of the COVID-19 pandemic on energy sector operations.
