Abstract
The plan covers the period from 2014 to 2018 and aims to provide a clear framework for stakeholder coordination, partnership, and collaboration. The plan was developed through a participatory process involving key stakeholders, including the County Health Management Team (CHMT), AfyaInfo, and other implementing partners. The process involved stakeholder mapping, needs assessment, and interest identification, which informed the development of the plan. The plan identifies three key stakeholder clusters: (1) Ministry of Health (MoH) structures, (2) implementing partners, and (3) private sector stakeholders. Each cluster has specific needs and interests, which are outlined in Table 1. The plan aims to address these needs and interests through tailored strategies, activities, and mechanisms for coordination. The overall goal of the plan is to support the county in attaining the stewardship goals outlined in the County Health Strategic Plan, which include supporting the establishment of a common data architecture, enhancing sharing and use of data, and improving the performance monitoring and review processes. The plan is guided by four guiding principles: (1) County ownership and leadership of the HISCS Vision, (2) collaboration and partnership among all stakeholders, (3) mutual trust and accountability, and (4) open and honest communication among stakeholders. The plan has four specific objectives: (1) to identify and plan collaboratively to address shared interests, needs, and requirements, (2) to develop collaborative oversight and accountability structures to support joint plan implementation and progress monitoring and evaluation, (3) to support the development of information products, and (4) to build capacity and resource coordinating structures. The plan outlines tailored strategies, activities, and mechanisms for coordination, which are outlined in Table 2. These include exercise leadership in coordinating partners, enable consistent review and analysis of data by internal stakeholders, and facilitate data use in decision-making. The plan also outlines the governance structures and specific institutional coordination mechanisms that will be deployed to implement the plan. The management and coordination of implementation will be the primary responsibility of the CHMT, with delegated responsibilities to the CHRIO and other stakeholders. The plan aims to promote stakeholder coordination, partnership, and collaboration to improve the performance of the County Health Information System. The plan will be implemented through a participatory process involving key stakeholders, and its success will be monitored and evaluated regularly.
