Abstract
The initiative was prepared for the United States Agency for International Development, Guatemala, by Juárez y Asociados, Inc. The document was prepared by Leslie Rosales and Bianca Argueta in July 2016. The development of performance standards for the reading test for second-grade primary school students involved a three-round process using the Bookmark methodology. The first round took place in November 2015, with the objective of establishing performance standards for the reading test. The agenda for the first day included presentations on the objectives and methodology of the Bookmark process, as well as a review of the documents and materials to be used during the workshop. The results of the first round showed that 60% of the participants were satisfied with the performance standards established, while 20% needed improvement. The results of the second round showed that 80% of the participants were satisfied with the performance standards established, while 10% needed improvement. The results of the third round showed that 90% of the participants were satisfied with the performance standards established, while 5% needed improvement. The evaluation of the workshop showed that 85% of the participants were satisfied with the organization and logistics of the workshop, while 10% needed improvement. The evaluation also showed that 80% of the participants were satisfied with the facilitators, while 15% needed improvement. The performance standards for the reading test for second-grade primary school students were established based on the results of the three-round process. The standards were established for each level of performance, and the corresponding descriptors were also established.
