The initiative was prepared for the United States Agency for International Development, Guatemala, by Juárez y Asociados, Inc. The development of performance standards for the reading test for second-grade primary school students involved a three-round process using the Bookmark methodology. The first round took place in November 2015, with the objective of establishing performance standards for the reading test. The agenda for the first day included presentations on the objectives and methodology of the Bookmark process, as well as a review of the documents and materials to be used during the workshop. The results of the first round showed that 60% of the participants were satisfied with the performance standards established, while 20% needed improvement. The results of the second round showed that 80% of the participants were satisfied with the performance standards established, while 10% needed improvement.
