Abstract
The purpose of the visit was to inspect the testing and commissioning of the Digital Governors units 1-10 at the Tarbela Hydro Power Plant, expedite the procurement of remaining items for Tarbela Phase I, and open accounts for Tarbela Phase II. The visit revealed that all ten Digital Governors were installed, tested, and commissioned by General Electric in the presence of WAPDA engineers. WAPDA submitted a reimbursement request for the remaining amount of $300,000, along with complete documents as per the Activity Agreement for EPP inspection of works and verification. The governors are installed as per specifications and are operating satisfactorily. Progress on Tarbela Phase I was also reported. WAPDA engineers are scheduled to visit ABB Sweden by the end of February to inspect the SCADA System prior to its shipment, which is scheduled to arrive at Karachi in April 2015. The installation and testing/commissioning tests are expected to be completed in August 2015. Additionally, WAPDA has issued a purchase order for the procurement of a small dewatering pump, which is expected to be delivered in July 2015. Furthermore, WAPDA is finalizing the issuance of a purchase order for seven sets of generator rotor poles to achieve shipment prior to the end of 2015. Regarding Tarbela Phase II, WAPDA has opened the Operation and Maintenance Account at Habib Bank Limited, Topi, KPK. Approval to establish a special dollar account is in an advanced stage, and it is anticipated that the FARA requirement regarding the opening of special accounts will be achieved by the end of February 2015. The visit also included site photographs, which provide visual documentation of the Digital Governors installed at the Tarbela Hydro Power Plant. The photographs show the working of the Digital Governors, the panels installed at the units, and the old governor for comparison.
