Abstract
The project focuses on improving national-level systems and institutions, building capacity at the municipal level, and strengthening disaster preparedness, response, and recovery. The project's overall goal is to reduce the risk of disasters and improve the resilience of communities in Nepal. The project's theory of change is based on the assumption that improved disaster risk management practices, policies, and frameworks at the national level will lead to enhanced capacity at the municipal level, resulting in improved disaster preparedness, response, and recovery. The project's technical approach involves supporting the development of national-level disaster risk management systems, promoting private sector engagement, and enhancing municipal-level capacity for disaster risk management. The project's Year 3 Annual Work Plan outlines the activities and interventions to be implemented during the period of October 1, 2021, to July 31, 2022. The plan focuses on several key areas, including the enhancement of municipal-level institutional setup and legislative arrangements, the promotion of innovation, private sector engagement, and disaster risk financing, and the implementation of grants programs to support disaster risk reduction and management activities. One of the key activities under the project is the implementation of a grants program to support disaster risk reduction and management activities at the municipal level. The grants program aims to support the development of innovative solutions and approaches to disaster risk management, as well as to promote private sector engagement and disaster risk financing. The program will also support the development of risk-sensitive land use plans and the implementation of disaster mitigation and preparedness activities. The project also focuses on building capacity at the municipal level through the provision of technical assistance and training to municipal officials and stakeholders. The project will also support the development of municipal-level disaster risk management plans and the implementation of early warning systems and disaster preparedness and response plans. The project's geographic focus is on several municipalities in Nepal, including Bhimeshwor Municipality, which is at risk from the Sangh Khola Landslide. The project is working with the municipality to enhance community resilience through landslide mitigation using bioengineering techniques. The project's timeframes and recommendations are outlined in the Year 3 Annual Work Plan, which provides a detailed roadmap for project implementation during the period of October 1, 2021, to July 31, 2022.
