The training mandate for El Salvador's CompraSal II system far exceeds the available in-person trainers, and staff e-learning capacity is still underdeveloped.

Abstract
Experienced trainers can provide an adequate short-term fix using university classrooms, but scaling over time will be difficult. Initial content creation demonstrates capacity to develop e-learning content in Camtasia and Articulate 360, but the process takes a long time and is not anyone's job. Processes are absent for building larger course building initiatives. To address these challenges, a solution proposal has been developed. The first step is to develop onsite capacity by training local staff in the latest e-learning hardware and software to scale their facilitation capacity and provide an internal resource. This includes acquiring dedicated content creation desktops/laptops, subsidizing licenses for Camtasia, Articulate 360, and Adobe Creative Cloud, and supporting existing capacity with improved video and audio recording equipment. A second step is to deliver a template for quick wins, which includes creating an interactive PDF for user manuals, a promotional educational animation, support for Camtasia projects, and a user interviews video template. This will help increase access and organization to important materials, update the "look and feel" of the CompraSal II system, and provide best practices and ideas for improving existing projects and those under development. The third step is to build a scalable e-learning process, which includes identifying a dedicated individual to manage e-learning processes, utilizing local vendors such as video editors, animators, graphic designers, and instructional designers, and building an e-learning process management, file management, and content structure for continuing to scale and develop e-learning modules. A timeline has been established for implementing these solutions, with key milestones including user testing in April, scaling the solution in May, initiation in June, and proposals in March. Specific recommendations have been made for the first tier project, including creating a short, promotional animation about CompraSal II, providing a script and content, and designing and building detailed storyboards, animatic, and animation.
