Abstract
The project is implemented by Tetra Tech under the Strengthening Tenure and Resource Rights II (STARR II) IDIQ, with funding from the United States Agency for International Development (USAID). The project has four objectives: (1) assist the Government of CAR (GoCAR) to improve compliance with Kimberley Process requirements, (2) strengthen community resilience, social cohesion, and response to violent conflict in CAR, (3) increase awareness and understanding of the opportunities and challenges of establishing responsible gold supply chains in CAR, and (4) improve USAID programming through increased understanding of the linkages between artisanal mining and key development issues. To achieve these objectives, the project focuses on several intermediate results, including improving the legal, policy, and institutional framework for conflict-free diamond production, expanding formalization of land and resource rights in artisanal diamond mining communities, increasing awareness of Kimberley Process requirements, and strengthening the capacity of GoCAR to manage and expand KP-compliant zones effectively. The project also aims to strengthen community resilience, social cohesion, and response to violent conflict in CAR by supporting inclusive community dialogue, promoting women's economic and social empowerment, and strengthening cooperation between GoCAR ministries and agencies and other stakeholders on social cohesion and Kimberley Process compliance. In addition, the project seeks to increase awareness and understanding of the opportunities and challenges of establishing responsible gold supply chains in CAR by researching and communicating recommendations for policy, legal, and institutional reforms at the national and regional levels to key stakeholders. The project management team includes a Project Manager, a Chief of Party, and other staff members who are responsible for coordinating, collaborating, and sharing information with USAID missions and other USAID partners. The project also includes a focus on inclusion of women and other vulnerable populations, coordination and collaboration with USAID missions and other USAID partners, and security and risk management. The project has several performance indicators, including the number of KP-compliant zones established, the number of artisanal miners trained on KP requirements, and the number of women's economic and social empowerment initiatives implemented. The project also includes a monitoring, evaluation, and learning (MEL) component to track progress and identify areas for improvement. The project is implemented in collaboration with various stakeholders, including the Government of CAR, civil society organizations, and international partners. The project's success will depend on the effective implementation of its objectives and intermediate results, as well as the continued support of its stakeholders.
