Abstract
The RRSP aims to test a three-stage process for providing reading remediation to Grade 1 and 2 learners. The study is implemented by 50 Grade 1 and 2 teachers from seven partner-divisions: Ilocos Norte, Ilocos Sur, La Union, Cebu, Mandaue City, Bohol, and Tagbilaran City. The RRSP framework adapts the Response-to-Intervention (RTI) approach, where students go through levels of instructional support to identify and support learning of students who struggle with reading. The approach focuses on Mother Tongue (L1) reading in Grade 1 and Filipino (L2) reading in Grade 2. The three stages of the RRSP framework include whole-class instruction with formative assessment, small group reading remediation instruction, and small group and individual reading remediation instruction. The RRSP toolkit is a collection of informal assessment, instructional planning, and progress monitoring and reporting tools. The toolkit includes screening tools, learner self-assessment, literacy assessment, and remediation plans. Participating teachers received the RRSP toolkit and implemented the RRSP following a schedule that includes 9 weeks of classroom instruction, 9 weeks of small group reading remediation instruction, and 9 weeks of small group and individual reading remediation instruction. The RRSP process involves four steps: screening, assessment and placement, instructional planning, and reading remediation. Screening is conducted at the end of each stage of RRSP, and assessment and placement are conducted at the end of stages 1 and 2. Instructional planning is done in every stage of RRSP, and reading remediation is done in stages 2 and 3. The RRSP learning profiles are based on literacy assessment results and include three profiles: P1, P2, and P3. P1 learners struggle with mechanics, P2 learners struggle with meaning, and P3 learners struggle with both mechanics and meaning.
