Abstract
In 1972, the Ministry of Education and Culture (MEC) established a priority project for the development of educational technology, which included the use of contract services for assistance in designing experiments to increase the cost-effectiveness of education. The project, known as the Relação de Serviços (RS), aimed to provide technical assistance to the MEC in the development of educational technology. The RS was responsible for the coordination, integration, and systematization of all activities related to educational technology in Brazil. The project was implemented in collaboration with the US Agency for International Development (USAID) and the Brazilian government. The USAID provided funding and technical assistance to support the development of educational technology in Brazil. One of the key objectives of the RS project was to improve the efficiency of educational activities in Brazil. The project focused on the development of prototype instructional materials, including radio and television programs, as well as the establishment of an information center for education in Brazil. The RS project also aimed to promote the use of contract services for technical assistance in educational technology. The project provided training and technical assistance to Brazilian educators and administrators, as well as support for the development of educational technology projects. The project was led by a team of experts, including Durotine, who had extensive experience in educational technology and had worked in Brazil as an integral part of the USAID mission. Durotine's work in Brazil focused on improving remedial education practices that could lead to increased efficiency in the education system. Durotine's major accomplishments in this regard included providing in-depth technical assistance to the Ministry of Planning in the nationalization and application of educational statistics to plan education, as well as working with PRATIL in the development of a basic planning work for evaluating the progress of educational projects. The RS project was considered a success, and several of the participating institutions expressed interest in continuing and expanding their involvement in the project. The project's results were seen as a model for other countries, and it was recognized as a significant contribution to the development of educational technology in Brazil. The project's impact was not limited to Brazil, as it also served as a case study for other countries seeking to improve the efficiency of their educational systems. The project's results were seen as a positive example of how contract services could be used to provide technical assistance in educational technology. The project's outcomes were significant, and it is considered a major achievement in the development of educational technology in Brazil.
