Abstract
The project aims to bridge the gap between national priorities and the Sustainable Development Goals (SDGs) by supporting municipal administrations, national agencies, public utilities, and service providers in Benin and Côte d'Ivoire to maintain and expand water, sanitation, and hygiene services at the city level to meet the essential needs of poor and underserved community members in priority municipalities. The project also seeks to identify opportunities to provide technical assistance to other West African countries to improve and expand urban water, sanitation, and hygiene services. The project is implemented in two countries, Benin and Côte d'Ivoire, with a focus on 15 municipalities. The project's objectives are to improve the financial sustainability and durability of water and sanitation services, enhance the technical and operational performance of water and sanitation services, and improve governance and management control of water and sanitation services. The project also aims to strengthen the capacity of national and local institutions to plan, manage, and deliver water, sanitation, and hygiene services. The project's approach is based on a results-based framework, which includes four intermediate results (IRs): IR1, IR2, IR3, and IR4. IR1 focuses on increasing the financial sustainability and durability of water and sanitation services, while IR2 aims to improve the technical and operational performance of water and sanitation services. IR3 focuses on improving governance and management control of water and sanitation services, and IR4 aims to strengthen the capacity of national and local institutions to plan, manage, and deliver water, sanitation, and hygiene services. The project's implementation is led by Tetra Tech, with the support of the Association africaine de l'eau (AAE) as a learning partner. The project's activities are implemented in four domains of service: financial sustainability and private sector investment, operational reliability, governance and municipal management, and regional learning and knowledge sharing. The project's progress is monitored and evaluated through regular reports and assessments, and lessons learned are documented and shared with stakeholders. The project's budget for the first year is $10 million, with funding provided by the United States Agency for International Development (USAID). The project's personnel include a project manager, a deputy project manager, and a team of technical experts, who work closely with national and local institutions to implement the project's activities. The project's collaboration with other stakeholders, including government ministries, other donor projects, and USAID projects, is also an important aspect of its implementation. The project's next steps include the implementation of the project's activities in the remaining municipalities, the continuation of the project's monitoring and evaluation activities, and the documentation and sharing of lessons learned with stakeholders. The project's overall goal is to improve the financial sustainability and durability, technical and operational performance, and governance and management control of water, sanitation, and hygiene services in municipalities in West Africa.
