Abstract
The project is implemented by Tetra Tech, with funding from the United States Agency for International Development (USAID). The project's overall goal is to increase access to sustainable and equitable water, sanitation, and hygiene services in the region. The project is divided into four domains of service: durability of financial management and private sector investments, operational reliability, governance and management at the municipal level, and learning and knowledge sharing at the regional level. Each domain has specific tasks and objectives aimed at achieving the project's overall goal. In the domain of durability of financial management and private sector investments, the project aims to improve the financial sustainability of water and sanitation service providers and increase private sector investments in these services. This is achieved through tasks such as evaluating the financial performance and economic models of service providers, facilitating an increase in investments in water, sanitation, and hygiene services in Benin and Côte d'Ivoire, and providing access to financial products for service providers and clients. In the domain of operational reliability, the project aims to improve the operational reliability of water and sanitation service providers. This is achieved through tasks such as conducting market research and client satisfaction studies in Benin and Côte d'Ivoire, developing a geographic information system (GIS) to visualize service gaps, and extending and diversifying services in favor of the poor. In the domain of governance and management at the municipal level, the project aims to improve the governance and management of water and sanitation services at the municipal level. This is achieved through tasks such as implementing the iSI Municipal WASH tool in Côte d'Ivoire, increasing the engagement of civil society in the provision of water, sanitation, and hygiene services, conducting social audits of water, sanitation, and hygiene services, and clarifying and strengthening the regulatory framework for water, sanitation, and hygiene services. In the domain of learning and knowledge sharing at the regional level, the project aims to promote learning and knowledge sharing among water, sanitation, and hygiene service providers and stakeholders at the regional level. This is achieved through tasks such as establishing a learning program and communities of practice, collecting and documenting lessons learned, documenting and disseminating investment opportunities, developing and implementing a communication and sensitization strategy, providing formal learning opportunities, and facilitating the exchange of knowledge between pairs. The project's overall goal is to increase access to sustainable and equitable water, sanitation, and hygiene services in the region, and the project's activities and tasks are aimed at achieving this goal.
