Abstract
Its primary objective is to ensure effective communication with different target groups to disseminate information, educate recipients on technical issues, and promote the project's targets. The main purpose of this document is to set forth the 3E Public Outreach and Communication Strategy in detail and describe the principal activities that will be undertaken by the 3E team. The 3E approach to communication and public outreach is based on analyzing each stakeholder/target group in light of their prospective role in the energy efficiency sector, the overall political climate, and the way energy efficiency activities and pilot-projects implementation influence them. Based on this assessment, targeted messages will be developed and disseminated to the target audience through the most cost-efficient and influential communication channels. The core messages for different target groups include: "Implementation of EE measures brings a better life and reduced costs" for citizens, "Enhancing energy efficiency saves money, increases energy security, develops new business opportunities, creates new (green) jobs and allows the improved provision of public services" for the political environment, and "Energy efficiency cuts costs and increases profit" for the business sector. These core messages will be delivered through various channels of communication, including interpersonal interactions, standard media channels, news agencies, the internet, and other channels. The 3E web-site will serve as the key communication and public education channel, enabling frequent operations from the 3E team related to uploading new information, news, and announcements. The technical specifications for the web-site's development and design include a user-friendly structure, visually functional design, and consistent page layout. The web-site will also require user-oriented functionality, such as personal text and content editing, multiple changes in web-site structure, and the possibility of adding graphic elements. The 3E public outreach and communication effort will be reviewed periodically to reflect the evolving needs of the 3E program and the changing BiH political environment. The technical part of the project will design, evaluate, and monitor the implementation of specific activities and build upon the activities planned in the Project Work Plan and Public Outreach portion of the Activity Timetable. The 3E project will rely on objective media follow-up on project's press-conferences, press-releases, and PR activities, as well as regular dissemination of information to news agencies to be transferred to wider news channels. The 3E e-Newsletter will enable targeted information dissemination of selected information, mostly related to success stories related to the project activities. The 3E info-boards will be used for EE education and information dissemination on successful implementation of pilot projects. The 3E project's public outreach and communication strategy aims to promote the project's targets, the DCA facility, and inform different stakeholders on project efforts, progress, and results. The strategy will be implemented through a combination of interpersonal interactions, standard media channels, news agencies, the internet, and other channels, with a focus on user-friendly and visually functional design.
