Abstract
The project's focus is on the 29 municipalities of Guatemala, where 86% of the mayors and municipal councils are new to their positions, having taken office in 2016. This lack of experience poses a significant challenge to effective governance. To address this issue, the project has partnered with the Asociación Nacional de Municipalidades (ANAM) to conduct workshops on best practices in municipal administration. The workshops, which will be held in the departments of Huehuetenango, Quiché, and Quetzaltenango, will bring together municipal officials and authorities to share knowledge and experiences. The workshops will focus on six best practices, which have been identified by the project's teams as being of particular importance. These practices include the management of productive projects in the municipality of Sibinal, the functioning of the municipal commission for the prevention of violence and crime in Sacapulas, and the creation and functioning of the municipal management in Sacapulas. The workshops will be conducted using a carousel methodology, where participants will rotate through five tables, each presenting one of the best practices. The presentations will include an explanation of the practice, the problem it addresses, how it was developed, the challenges of its implementation, and its results. The workshops will also include a plenary session, where the best practices will be socialized and discussed. The project's goal is to improve the delivery of public services in the municipalities, through the sharing of best practices and the development of municipal capacities. The project's methodology and logistics will be led by ANAM, which will be responsible for the preparation, facilitation, and follow-up of the workshops. The project's expected outcomes include the identification and implementation of best practices in the municipalities, the development of municipal capacities, and the improvement of the delivery of public services. The project's success will be measured through the evaluation of the workshops and the implementation of the best practices in the municipalities.
