Abstract
The system is built on the District Health Information System 2 (DHIS2) platform, which provides a robust data management and analysis tool for monitoring and evaluating health programs. The system's design and features include a web-based data entry system, user management, data management, and data visualization tools. The DHIS2 platform allows for the collection, management, and analysis of health data, including data on quality of care, health outcomes, and program performance. The system also includes an Android-based mobile data collection application, which enables data collectors to collect data in the field and transmit it to the DHIS2 platform. The system's architecture is designed to be compatible with existing systems, including the Health Management Information System (HMIS) of the Democratic Republic of the Congo. The system also includes a data visualization tool, which provides a public dashboard for visualizing key information on health program performance. The advantages of the system include its compatibility with existing systems, integrated tool with easy user rights management, automated advanced analytics, reliability, auditability, and user-friendliness. The system is also open-source, allowing for customization and adaptation to meet the specific needs of the IHP program. The current status of the platform includes a fully functional DHIS2 database, mobile data collection applications, and interoperability with the HMIS system. The system also includes dashboards and visualization tools for monitoring and evaluating health program performance. The IHP M&E requirements are outlined in the Activity Monitoring and Evaluation Plan (AMEP), which describes how the program will monitor, track, evaluate, analyze, and report on its results. The AMEP emphasizes the importance of adaptive management and learning, using rapid cycle learning to provide ongoing feedback and support continuous quality improvement. The BlueSquare team, a member of the USAID IHP team, has been assigned the task of providing assistance to the Ministry of Health (MOH) on its dashboard and data management systems, including the DHIS2 platform. The team has extensive experience in the design, development, and deployment of data management, results-based financing, and quality measurement data systems, and their integration with other data systems in their broader health information ecosystems. The system's implementation is expected to support the IHP program in achieving its goals and objectives, including improving health outcomes, increasing access to health services, and enhancing the quality of care. The system's data management and analysis capabilities will enable the program to track its progress, identify areas for improvement, and make data-driven decisions to optimize its interventions.
