Abstract
The program aimed to develop a sustainable earthquake and hurricane damage assessment system in Haiti and build technical and institutional capacity for its rapid implementation in the aftermath of a disaster. The program objective is to facilitate the development of a sustainable earthquake and hurricane damage assessment system in Haiti and build technical and institutional capacity for its rapid implementation in the aftermath of a disaster. The program strategy focuses on reinforcing and supporting local and national partners to work toward a sustainable post-earthquake and hurricane response system through investments in knowledge sharing, capacity development, and stakeholder engagement. Significant progress has been made on training during the reporting period. All training materials were finalized and translated into French, including the Training of the Trainers (ToT) PowerPoint, user manual for post-earthquake and/or hurricane damage and building safety evaluations, post-earthquake and/or hurricane building damage and safety evaluation methodology, and certification test. The rapid damage assessment application (RDA App) is approximately 65% completed, with completion scheduled by the end of April 2019. The program has made progress in training, with 220 men and 4 women trained in disaster preparedness, mitigation, and management. However, the program has not yet achieved its target of training 30 women. The program has also conducted 3 trainings, which is below the target of 5 trainings. The program has achieved its target of 40 people passing final exams or receiving certificates, with 4 women and 89 men passing. The program has also made progress in retaining skills and knowledge after two months, with a cumulative number of direct beneficiaries targeted at 250 and a cumulative number of direct beneficiaries reached at 94. The program has also made progress in engaging key stakeholders, including the College National des Ingénieurs et Architectes d'Haiti (CNIAH), to support a sustainable foundation for the program. The program has faced implementation challenges, including delays in completing the RDA App and challenges in engaging key stakeholders. However, the program is working to address these challenges and ensure the successful implementation of the program. The program's strategic focus is to reinforce and support local and national partners to work toward a sustainable post-earthquake and hurricane response system through investments in knowledge sharing, capacity development, and stakeholder engagement. The program is working with key partners, including the CNIAH, to share knowledge and skills and inform technical and capacity building assistance activities to strengthen tools, procedures, and local capabilities.
