Abstract
The program aims to improve health outcomes, particularly for maternal and child health, through a comprehensive approach that includes service delivery, health systems strengthening, and community engagement. The AMEP is based on the USAID IHP logic model, which illustrates the causal relationships between program inputs, activities, and expected outcomes. The logic model identifies key intermediate results, including improved health service delivery, increased access to health services, and enhanced community engagement. The program's objectives are aligned with the Country Development Cooperation Strategy (CDCS) and the National Health Development Plan (NHDP). The monitoring and evaluation strategy is designed to be harmonized with the Programme National de Développement de la Santé (PNDS) and to provide evidence-based implementation. The strategy emphasizes agility and results-focused approaches, creativity and cost-effectiveness, and cross-regional views. The program also prioritizes youth and gender equity, environmental mitigation and monitoring, and climate risk mitigation. The AMEP outlines the routine monitoring and evaluation tasks, including data collection, analysis, and reporting. The program will use a range of data sources, including program data, existing data sources, and reporting systems. The data management platform will ensure quality assurance and collaboration for routine data quality assessment. The research and evaluation agenda will focus on operational research and process evaluations, using a range of research approaches and methods. The program will adhere to ABT research standards and ethical reviews, and will comply with the USAID Open Data Policy. The research and evaluation findings will inform program learning and adaptation, and will be communicated and disseminated through various channels. The AMEP includes a range of annexes, including objectives and intermediate results, organization charts, proxy indicators for fee-bearing indicators, operations research concept note templates, and performance indicator tracking tables. The annexes provide additional detail on the program's monitoring and evaluation framework, including data quality assurance and approaches, and research and evaluation methodologies. Overall, the USAID IHP AMEP provides a comprehensive framework for monitoring and evaluating the program's activities in the Democratic Republic of the Congo. The plan outlines the program's objectives, logic model, and monitoring and evaluation strategy, and provides a range of tools and resources to support program implementation and evaluation.
