Abstract
The plan focuses on four main components: Agriculture & Trade, Biodiversity, Health, and Economic Governance. The Agriculture & Trade component aims to develop innovative finance mechanisms to stimulate rural economies, sustain natural resources, and create jobs and employment. Key objectives include improving land productivity, increasing trade efficiency, and enhancing coordination among stakeholders. Activities include developing a national land policy, formalizing the CaVaTeCO approach, and strengthening the regulatory and policy environment. The Biodiversity component focuses on strengthening institutional capacity to counter wildlife crimes, supporting sustainable management and conservation of coastal and marine ecosystems, and improving management of high conservation value areas. Key objectives include expanding the marine protected area network, improving understanding of coastal small-scale fisheries and aquaculture, and formalizing key biodiversity areas. The Health component aims to improve private sector participation in the national healthcare system. Key objectives include improving the enabling environment for private sector participation, establishing a health sector public-private dialogue platform, and developing a health sector reform memo and health reform matrix. The Economic Governance component supports the implementation of the government's transparency reform efforts. Key objectives include increasing transparency in government functions, improving fiscal reporting, and strengthening economic governance of private sector activities. Activities include adopting and implementing a formalized control framework, increasing GRM disclosure of fiscal risks, and improving asset and liability management. The plan also emphasizes the importance of coordination among stakeholders, including private sector, government, and donors, to achieve improved governance, transparency, and accountability. Key activities include quarterly CSO coordination meetings, support to the IMF on PFM Donor Group, and MOU with Parliament on capacity building. The plan is expected to contribute to improved economic growth, increased transparency, and enhanced governance in Mozambique.
