Abstract
The project's goal is to support data-driven decision-making, planning, and implementation by USAID/Tanzania, its Implementing Partners (IPs), and strategic local partners. The project aims to support USAID/Tanzania's Country Development Cooperation Strategy (CDCS). Implementation of activities from October 1, 2020, to December 31, 2020, was impacted by three major events: the ongoing COVID-19 response, the issuing of the new CDCS by the Mission, and the re-election of the Honorable President of Tanzania. Despite these challenges, key accomplishments and milestones were achieved in Component 1. Component 1 completed the youth assessment, uploaded three reports onto the Development Experience Clearinghouse (DEC), and worked on three different assessments. The final report of the Youth Assessment was submitted to the Mission in early October 2020 and approved and uploaded to the DEC on December 10, 2020. The COVID-19 final report was resubmitted with an adapted modeling section in the first week of Q1 FY 2021 and uploaded to the DEC on November 20, 2020. The Public Sector Systems Strengthening (PS3) Assessment, completed in Q4 of FY 2020, was uploaded to the DEC on November 20, 2020. The assessment team also began the Advancing Youth (AY) Quality of Life Assessment in collaboration with DAI and the AY consortium members. Initially a survey-focused exercise, the design was expanded to develop a comprehensive mixed-methods design with key informant interviews (KIIs) and other instruments. By the end of Q1, the assessment team had completed 70 percent of the qualitative data collection and was testing the survey of youth beneficiaries in the Tanzanian Mainland and Zanzibar. In addition, the assessment team completed nearly all qualitative data collection and analysis for the Education Landscape Analysis, and all five surveys in Zanzibar were completed. The team also worked on three different assessments, including the PS3 Assessment, which was uploaded to the DEC on November 20, 2020. The project's geographic focus is Tanzania Mainland and Zanzibar, and the reporting period is FY 2021 Quarter 1, from October 1 to December 31, 2020. The project's implementation is led by ME&A, Inc., with subcontractors NORC at the University of Chicago and Hennice Inc. The project's financial management and administrative issues are also addressed in the report. The financial management section discusses the project's financial performance, including the estimated expenditures for Q1 FY 2021. The administration section discusses the project's staffing plan, appointments, and resignations. The report also provides an overview of the planned activities for Quarter 2 (January-March 2021), including upcoming events. The planned activities for Component 1 include completing the AY Quality of Life Assessment, uploading reports to the DEC, and working on three different assessments. The planned activities for Component 2 include strengthening performance monitoring and reporting, and the planned activities for Component 3 include building internal and external capacity.
