The USAID Water and Sanitation Project in Haiti is a five-year initiative launched on December 4, 2017, with the overarching objective of increasing access to water and sanitation services in the country.

Abstract
The project targets urban areas where water and sanitation services needs are the greatest, focusing on three communes identified by the Government of Haiti as priority cholera "hotspot – Type A" communes (Cap-Haitien, Croix-des-Bouquets, and Mirebalais) and two communes recovering from Hurricane Matthew (Les Cayes and Jeremie). The project is organized into three mutually reinforcing components: Component 1 - Increased access to sustainable water supply services, Component 2 - Increased access to sustainable sanitation services, and Component 3 - Strengthened enabling environment for sustainable delivery, operation, and maintenance of water, sanitation, and hygiene (WASH) services. Additionally, the project has an enterprise acceleration fund (EAF) to stimulate the WSS market and promote the strengthening of local actors integral to sustainable water and sanitation services. During the quarter, the project transitioned to a more positive path with the achievement of an agreement among USAID, DINEPA, and the project on collaboration leading to development of a formal Memorandum of Understanding. The project also reorganized its technical team, approved the FY19 work plan from USAID, and received support from DAI home Office against a tightly managed Action Plan for turnaround. Component 1 of the project, Increasing Access to Sustainable Water Services, focuses on increasing access to sustainable water services through rehabilitation and/or service expansion, building the technical, managerial, and financial capability of water providers (OREPAs, CTEs, private purveyors) to sustain services and ensure water safety. During the quarter, the following tasks were accomplished: Task 1.1 - Water Infrastructure Engineering Services, which involved the development and submission of the first draft of the Canaan Croix-des-Bouquets Infrastructure Assessment Report to USAID, infrastructure assessment data collection in Cap-Haitien and Les Cayes, evaluation of hydrogeologic conditions and the potential to increase yields from the aquifers serving the Bande du Nord and Charrier/Vertieres communities in Cap-Haitien, and evaluation of the Petite-Anse (F10) pump and identification of key design parameters for the Petite-Anse QIP and Phase 1-2 activities. The project also focused on developing an MOU, which lays out the roles and responsibilities of USAID and DINEPA, and submitted several contracted deliverables to USAID, including the Revised FY19 Work Plan, FY18 Annual Report, Cap-Haïtien QIP EMMP, and Revised Environmental Scoping Statement. The project's accomplishments during this quarter demonstrate progress towards its objectives and set the stage for continued success in the coming quarters.
