Abstract
The program is implemented by UPecon Foundation, Inc., a cooperating agency for health, in partnership with the University of the Philippines Visayas Foundation, Inc. as a sub-awardee for the Visayas region. The program's primary objective is to support the Department of Health (DOH) in developing and implementing policies and programs that address key health challenges, including family planning, maternal and child health, and tuberculosis. To achieve this goal, HPDP provides technical assistance, capacity building, and logistics support to the DOH and its regional offices. In Year 3 of the program (October 1, 2014-September 30, 2015), HPDP focused on implementing a range of activities aimed at supporting the DOH's Big Push initiative. This initiative aims to accelerate the implementation of key health programs and policies, including the expansion of family planning services, the improvement of maternal and child health outcomes, and the control of tuberculosis. HPDP's Year 3 activities included the development of advisories on operational challenges in family planning, maternal and child health, and tuberculosis, as well as the conduct of demonstration projects to guide the scale-up of new interventions. The program also provided support to the conduct of a cohort study and implementation research on subdermal implant as a new family planning method, as well as demonstration projects on establishing a platform for adolescent and youth reproductive health services and contracting private providers to reduce missed tuberculosis cases. In addition to these activities, HPDP provided support to data management, analysis, and the conduct of special studies, including the analysis of the Kalusugan Pangkalahatan Operations Monitoring (KPOM) system and the conduct of the 2015 National Tuberculosis Prevalence Survey. The program also built regional capacity in budget planning, expenditure management, procurement planning, and contract management. HPDP's Year 3 budget totaled $1.3 million, with expenditures allocated across various product lines, including technical assistance, capacity building, and logistics support. The program's financial report for Year 3 indicates that it made significant progress in achieving its objectives, with notable accomplishments including the development of key policies and guidelines, the expansion of family planning services, and the improvement of maternal and child health outcomes. Overall, HPDP's Year 3 activities demonstrate the program's commitment to supporting the DOH's Big Push initiative and improving health outcomes in the Philippines.
