Grant is provided under the PVO Humanitarian/Development Initiatives project (1800032) to Project Concern International (PCI) to develop local capacity in Romania to care for orphaned children, decrease the number of children incorrectly placed in institutions, provide specialized medical care, and manage 17 institutions for the severely handicapped.

Abstract
PCI plans to do the following: (1) recruit 17 long-term physical therapists and social workers to work in the institutions for the severely handicapped; (2) form specialized medical teams to provide immediate treatment for handicapped children; (3) screen all children in the 17 institutions and identify groups for appropriate treatment; (4) move children as appropriate to half- way houses; (5) train staff working in the institutions; (6) assist Romanian NGO "SECS" private family planning organization in providing women with alternatives to abortion or abandonment; and (7) conduct workshops in maternity hospitals in the formation and operation of neo-natal Intensive Care Units.
