Abstract
The activity began in 2019 and is implemented by Tetra Tech. The main objective of the activity is to advance massive land titling in rural areas, strengthen local capacity to maintain formalized land transactions, and promote strategic public-private partnerships to support land governance and economic development. The activity is divided into four components: Component 1 focuses on advancing massive land titling in rural areas, Component 2 aims to strengthen local capacity to maintain formalized land transactions, Component 3 promotes strategic public-private partnerships to support land governance and economic development, and Component 4 involves regional activities. The activity also emphasizes the importance of synergies and coordination among stakeholders, as well as the implementation of guiding principles to ensure the effectiveness of the activity. The activity has made significant progress in the past year, with a total of 1,200 land titles issued to rural communities. The activity has also established partnerships with various stakeholders, including the National Land Agency, the National Digital Agency, and the Agency for Territorial Renovation. Additionally, the activity has implemented a number of cross-cutting activities, including the implementation of the Gender Strategy, the Collaborating, Learning and Adapting Plan, and the Communications and Outreach Plan. The activity has also made progress in terms of monitoring and evaluation, with the establishment of a robust monitoring and evaluation system to track progress and identify areas for improvement. The activity has also conducted a midterm evaluation, which revealed a number of successes, including the issuance of land titles to rural communities and the establishment of partnerships with stakeholders. In terms of budget expenditures, the activity has spent a total of $5.5 million in the past year, with a remaining balance of $2.5 million. The activity has also identified a number of challenges, including the need to improve the efficiency of the land titling process and the need to increase the participation of women and vulnerable populations in the activity. The activity has also planned a number of interventions for the next year, including the issuance of an additional 1,500 land titles to rural communities and the establishment of partnerships with additional stakeholders. The activity has also identified a number of indicators with targets for the next year, including the issuance of land titles to 75% of rural communities and the establishment of partnerships with 50% of stakeholders. Overall, the Land for Prosperity Activity in Colombia has made significant progress in the past year, with a number of successes and challenges. The activity continues to work towards its objectives, with a focus on improving land tenure security and promoting economic development in rural areas.
