Abstract
The activity aims to improve the resilience of vulnerable households in Madagascar by enhancing their food security and livelihoods. The FIOVANA RFSA is part of the Implementer-Led Evaluation and Learning (IMPEL) consortium, which is responsible for evaluating the effectiveness of RFSA projects in Madagascar. The impact evaluation of the FIOVANA RFSA will be conducted using an experimental evaluation approach, specifically a randomized control trial (RCT). The evaluation will involve a baseline (BL) survey conducted in the second quarter of 2021 and an endline (EL) survey conducted in the second quarter of 2022. The BL survey will collect data on the baseline conditions of the intervention areas, while the EL survey will collect data on the outcomes of the intervention. The evaluation design will involve a sampling strategy that will ensure a representative sample of households in the intervention areas. The survey design will include a range of outcome indicators, including food consumption score (FCS), food insecurity experience scale (FIES), and body mass index (BMI). The data collection and management protocols will ensure the quality and security of the data, and the methods of analysis will include descriptive analysis, impact analysis, and cost-effectiveness analysis. The pre-analysis plan outlines the overall evaluation design and approach, data collection and management protocols, and methods of analysis for each component of the evaluation. The plan also outlines the sampling strategy, survey design, outcomes for the analysis, estimation strategy, and additional methods. The evaluation will provide valuable insights into the effectiveness of the FIOVANA RFSA and inform the design of future RFSA projects in Madagascar. The FIOVANA RFSA is implemented in several districts in Madagascar, including the districts of Antananarivo, Antsirabe, and Fianarantsoa. The activity targets vulnerable households, including those affected by food insecurity, poverty, and conflict. The activity aims to improve the food security and livelihoods of these households through a range of interventions, including agricultural support, livestock production, and market access. The evaluation of the FIOVANA RFSA will provide valuable insights into the effectiveness of the activity and inform the design of future RFSA projects in Madagascar. The evaluation will also contribute to the knowledge base on resilience food security activities and inform the development of evidence-based policies and programs.
