The Madagascar RFSA Culmination Workshop/Process Evaluation Report was conducted in July 2021 to assess the effectiveness of the Program Cycle Support (PCS) Associate Award in facilitating the culmination process for two Bureau for Humanitarian Assistance (BHA)-funded resilience food security activities (RFSAs) in Madagascar: Maharo and FIOVANA.

Abstract
The PCS Associate Award supports implementing partners to design and implement evidence-based activities that result in substantial and sustainable food and nutrition security gains. The two RFSAs faced significant delays in conducting their refinement year research due to COVID-19 restrictions. As a result, USAID and the implementing partners determined that the Culmination Workshop needed to proceed with the information available in early 2021 to avoid an extended delay in implementation. PCS coordinated with USAID and RFSA teams to develop the culmination schedule and process tailored to the circumstances of each RFSA. The Culmination Workshop aimed to review findings from refinement year activities, agree on implementation priorities and activities that would move forward, and agree on a plan for continued learning. The workshop objectives were achieved, with participants agreeing on key modifications to activity design and implementation plans based on refinement year learnings. The participants also agreed on which interventions could begin or continue even though all gaps were not filled. The PCS facilitation was evaluated as high-quality, with respondents indicating that RFSA and BHA staff were able to agree on key modifications based on refinement year learnings. The collaboration and coordination between IP and BHA and IP and Food Security Support Mechanisms (FSSMs) as a result of culmination engagement were also evaluated as satisfactory. The respondents were satisfied with the collaboration and coordination between the implementing partners and BHA as a result of culmination engagement. The report highlights the importance of sustainability discussions and recommendations to improve the sustainability session. The relationship building between BHA, Food Security Support Mechanisms, and implementing partners was also emphasized as crucial for the success of the culmination process. The overall expectations for culmination sessions were met, with participants indicating that the workshop met their expectations. The PCS Associate Award has proposed adaptations to improve the culmination process, including ideas that BHA may wish to consider.
