Abstract
The projects are being managed by Trigon Associates, LLC, under the supervision of the United States Agency for International Development (USAID) Jordan Mission. The JSEP initiative began in September 2018 and is expected to conclude in September 2021. The project involves the construction of new schools and the expansion of existing ones, with a focus on improving the quality of education in Jordan. The SKEP project, on the other hand, aims to upgrade the infrastructure of existing schools to make them more conducive to learning. As of the bi-weekly report dated December 26, 2019, several activities were ongoing under the JSEP and SKEP projects. Trigon Associates recommended holding a pre-construction conference with new Phase V construction contractors and supervising engineers to ensure they are aware of USAID's expectations and points of emphasis before construction starts. The company also suggested conducting workshops on scheduling construction and health and safety for construction contractors. Progress meetings were held to discuss the work progress at all packages in JSEPIV, with Trigon attending the meeting on December 23, 2019. The meeting led to improvements in construction work progress with all contractors, except for Al Shaer Contractor, who faced issues with their site health and safety programs and failure to obey directions from supervising engineers. Trigon is working with USAID/J and the Ministry of Public Works and Housing (MPWH) to assist the Contractor Rawashdeh in improving their performance on three SKEP schools in Al Karak, Madaba, and Aqaba. The company prepared a revised JSEP and SKEP procurement summary status report and submitted a proposed schedule for procurement to USAID/J and MPWH. The procurement status for JSEP Phase V supervisory engineer contract review is under process, with Trigon attending the presentation for five selected offerors on December 23, 2019. The SKEP Phase III supervisory engineer contract review is also under tendering process, with Trigon revising the RFP and preparing an addendum with MPWH. Trigon established a daily internal report/log called the Contract Communication Tracker Summary and Follow-Up to track correspondence on JSEP IV and SKEP II. The company continues to track and filter all correspondence coming through all parties involved in the projects, saving all correspondence files on its file server to allow for tracking of RFIs, instructions, notices, and other letter correspondence. The electrification/wet utilities connection delays for JSEP Phase II, III, IV, and SKEP Phase I are ongoing, with Trigon following up with MPWH and the Ministry of Education (MOE) regularly. The company produces a summary report spreadsheet showing utility hook-up status for schools in JSEP and SKEP, which is regularly updated and released with the bi-weekly report to USAID/J.
