The Jordan School Expansion Project (JSEP) and the Schools for a Knowledge Economy Project (SKEP) are ongoing initiatives aimed at improving education infrastructure in Jordan.

Abstract
The projects are being implemented by Trigon Associates, LLC, under the supervision of the Ministry of Public Works and Housing (MPWH) and the United States Agency for International Development (USAID) Jordan Mission. As of the bi-weekly report dated September 20 to October 3, 2019, the JSEP Phase II, III, and IV/SKEP Phase I electrification and wet utilities connection delays continue. Trigon is following up with MPWH and the Ministry of Education (MOE) to resolve the issue. The utilities status in brief indicates that five schools in SKEP Phase I have been completed, with only one school remaining to be connected. In JSEP Phase II and III, 20 schools out of 37 are connected, while 22 schools out of 33 are connected in Phase III, with the remaining schools still under technical study. The SKEP Phase I and SKEP Phase II elevator projects are ongoing, with the tendering process for SKEP Phase I still in progress. Trigon is working with Engicon to revise the tender documents for the upcoming re-bid. The JSEP Phase IV provisional sum existing school maintenance works - renovations are also ongoing, with 19 projects remaining not completed. Trigon is producing and submitting a summary report on this issue and transmitting it to the Contracting Officer's Representative (COR) with each bi-weekly report. The JSEP Phase V supervisory engineer contract review is complete, with the contract under tendering process. Trigon assisted MPWH in preparing Addendum No. 3 for the contract, which was issued on October 6, 2019. The SKEP II Rawashdeh contractor performance improvement is ongoing, with Trigon working with USAID/J and MPWH to assist CCG in motivating the contractor to improve their performance on their three SKEP schools in Madaba, Karak, and Aqaba. The JSEP IV Samara and Yusef contractor performance improvement is also ongoing, with Trigon working with USAID/J and MPWH to assist Medanat to motivate the contractor to improve their performance on their two Phase IV packages. The MPWH JSEP and SKEP procurement status summary is being prepared by Trigon to follow up procurement status with MPWH. The JSEP Phase I has been completed, with all packages closed out, and the remaining punch list items are still pending between MPWH and the contractor. The Phase II and III packages are also ongoing, with utilities connections still in progress. The Phase IV packages are experiencing delays, with renovation works not yet completed and remaining items for internal and external works still pending. The SKEP Phase I has been completed, with all schools completed and utilities connections completed except for the electrical connection for Alashrafieh school, which is at the final stages. The SKEP Phase II is ongoing, with construction underway, but facing delays due to obstacles from existing electrical poles and underground cables at Al Thanieh School. The contractor has submitted a corrective action plan, but it is insufficient and does not meet the requirements agreed upon in the MPWH meeting. The JSEP and SKEP detailed progress report indicates that there are 144 active project sites, including schools under construction or handing over in progress or utilities connection in progress. The report provides a detailed breakdown of the progress of each phase, package, and school, including the supervising firm, contractor, estimated physical completion percentage, and time elapsed percentage.
