Abstract
The projects are being implemented by Trigon Associates, LLC, under the supervision of the Ministry of Public Works and Housing (MPWH) and the Ministry of Education (MOE). The JSEP project is divided into four phases, with Phase I completed and Phase II, III, and IV currently underway. Phase I involved the construction of 37 schools, with all packages completed and utilities connections in progress. Phase II has seen the completion of packages 1, 2, and 4, with utilities connections still in progress. Phase III has also made progress, with packages 1 and 2 completed and utilities connections ongoing. Phase IV is experiencing delays, with renovation work not yet completed for most schools, although six schools have been completed. The SKEP project is also divided into four phases, with Phase I completed and Phase II currently underway. Phase I involved the construction of 15 schools, with all packages completed and utilities connections completed. Phase II has seen construction underway, with an estimated physical completion of 88-93% and a time elapsed of 94%. Trigon Associates is working closely with the contractors to monitor progress and implement corrective action plans. The company is also tracking the status of procurement and has prepared a proposed schedule for procurement. Trigon has hired a non-technical coordinator to work closely with MPWH and assist with procurement paperwork and coordination. The projects have faced delays and challenges, including difficulties in obtaining accurate up-to-date information and delays in utilities connections. However, Trigon continues to work closely with the contractors and MPWH to ensure the successful completion of the projects. The estimated physical completion for JSEP Phase IV is the cost percent complete due to the lack of definitive schedules. The percentage of time elapsed is calculated as the actual time elapsed divided by the original contract duration, starting from the commencement date. The projects are expected to be completed by the mid of December, with Trigon continuing to follow up on renovation works and provide updated status reports. Trigon has also met with MPWH staff to discuss main issues concerning the projects and has assisted MPWH in reviewing and drafting the Contract Action Plan (CAP) and the Monthly Operations Memorandum (MOM). The company has also met with the Acting COR/USAID to review current work and upcoming tasks.
