Abstract
The project involves the construction of a roofed area at the Pedro de Alvarado Customs House, which will provide better working conditions for customs personnel. The project site is located in the customs precinct of the Pedro de Alvarado Border, in the municipality of Moyuta, Jutiapa department, Guatemala. The site has a flat topography and is accessible via a paved road from Guatemala City to Ciudad Pedro de Alvarado and then to the border with El Salvador. The construction of the roofed area will involve several activities, including clearing, tracing, and excavations, preparation of concrete mixes for foundries, and disposal of solid waste. To mitigate potential environmental impacts, the project will implement measures such as wetting of work areas, covering of excavation debris with tarps, and prohibition of the use of sound reproducing equipment by employees. The Environmental Mitigation and Monitoring Plan (EMMP) outlines the mitigation measures and monitoring indicators for each activity. The plan requires the Implementing Partner, Nathan Associates Inc., to prepare an Environmental Mitigation and Monitoring Report (EMMR) annually, summarizing the effectiveness of mitigation measures, problems encountered, resolutions, and lessons learned. The EMMP table for the construction of the roof over the import area at Pedro de Alvarado Customs of Superintendence of Tax Administration (SAT) outlines the identified environmental aspects or impacts, mitigation measures, monitoring indicators, monitoring and reporting frequency, responsible parties, and monitoring/problems/field resolution for each activity. The plan requires the Superintendence of Tax Administration to delegate responsibility to the construction contractor and to record complaints in the construction log. The project will be implemented from October 2021 to April 2022, with a contract number of 72051918C00002. The Implementing Partner is Nathan Associates Inc., and the project is tracked under the LAC-IEE-17-51 tracking ID. The EMMP was prepared by Nathan Associates Inc. in April 2021 and submitted to USAID/El Salvador on September 1, 2021.
