Abstract
The project connects technical solutions and proven commercial processes to ensure uninterrupted supplies of health commodities, ultimately saving lives and creating a healthier future for all. GHSC-PSM is implemented by Chemonics International, in collaboration with several partner organizations, including Arbola Inc., Axios International Inc., IDA Foundation, IBM, IntraHealth International, Kuehne + Nagel Inc., McKinsey & Company, Panagora Group, Population Services International, SGS Nederland B.V., and University Research Co., LLC. The project's goal is to strengthen national supply-chain systems and provide global supply-chain leadership. In Fiscal Year 2019, Quarter 2, GHSC-PSM procured more than $134.9 million in health commodities and delivered over $149.1 million in health commodities. The project achieved on-time delivery (OTD) of 88 percent and on-time, in-full delivery (OTIF) of 83 percent, with a backlog of late orders dropping to 1.9 percent. The project's OTD rates were strong across all health areas, with 89 percent for HIV, 93 percent for malaria, 85 percent for family planning and reproductive health (FP/RH), and 81 percent for maternal, newborn, and child health (MNCH) commodities. Strategic sourcing of health commodities continued to promote market health, reduce prices, and shorten lead times for a variety of products. GHSC-PSM conducts root-cause analysis of late deliveries and refines procurement and supply-chain processes to improve performance. The project's efforts aim to achieve best value for the U.S. taxpayer and the U.S. Government's international health programs. GHSC-PSM's global supply-chain procurement and logistics activities and achievements are described in Section C1 of the report. The project's performance in Q2 is highlighted, with a focus on the global supply chain, systems strengthening technical assistance, and global collaboration. The report also includes semi-annual indicators for October 1, 2018, through March 31, 2019. The project's work is focused on several key areas, including HIV/AIDS, malaria, family planning and reproductive health, maternal, newborn, and child health, and other emerging health threats. GHSC-PSM works with various stakeholders, including the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the U.S. President's Malaria Initiative (PMI), USAID's voluntary family planning and reproductive health (FP/RH) program, and USAID's maternal and child health (MCH) program. GHSC-PSM's quarterly report for Fiscal Year 2019, Quarter 2, provides an overview of the project's work and performance during this period. The report highlights the project's achievements, challenges, and future plans, providing valuable insights into the project's progress and impact.
