The Land and Rural Development Program (LRDP) Activity Monitoring and Evaluation Plan (MEP) was developed to guide the monitoring and evaluation of the LRDP in Colombia.

Abstract
The program aims to strengthen tenure and resource rights, improve land governance, and enhance rural development. The LRDP is a key component of the Colombia Land and Rural Development (LRDP) Task Order under the Strengthening Tenure and Resource Rights (STARR) Indefinite Quantity Contract. The LRDP is designed to achieve several objectives, including improving land tenure and property rights, enhancing rural development, and promoting sustainable land use practices. The program will be implemented in various regions of Colombia, with a focus on areas with high levels of poverty and inequality. The LRDP will work closely with the Government of Colombia, local communities, and other stakeholders to achieve its objectives. The LRDP will use a results-based approach to monitoring and evaluation, which involves setting clear objectives, indicators, and targets. The program will also use a theory of change framework to guide its monitoring and evaluation efforts. The theory of change framework outlines the expected outcomes and impacts of the program, as well as the key factors that will influence its success. The LRDP will use a range of performance metrics to monitor its progress, including indicators related to land tenure and property rights, rural development, and sustainable land use practices. The program will also use a data management process to collect, store, and report data on its activities and outcomes. The data management process will involve the use of electronic program observation, reporting, and tracking (ePORT) system, as well as other data collection and reporting tools. The LRDP will also conduct regular data quality assessments to ensure that the data collected is accurate and reliable. The program will use a range of data quality control measures, including data validation, data cleaning, and data verification. The LRDP will also use a performance monitoring task schedule to guide its monitoring and evaluation efforts, and to ensure that the program is on track to meet its objectives. The LRDP will work closely with the Government of Colombia, local communities, and other stakeholders to achieve its objectives. The program will also use a range of communication and knowledge management strategies to share its findings and lessons learned with stakeholders.
