Abstract
The program is implemented by Social Impact, Inc. and is designed to support the Mission's development objectives in Lebanon. The program is divided into three main purposes: enhancing USAID M&E activities, providing direct support to USAID's program management, and enhancing USAID's architecture and engineering services. Under the first purpose, the program focuses on implementing and maintaining the Mission Performance Management Plan (PMP), improving implementing mechanism monitoring and evaluation, and increasing integration of gender into USAID/Lebanon's activities. The program also provides direct support to USAID's program management by completing project design, management, and reporting requests, advancing the Collaborating, Learning and Adapting (CLA) model, and increasing development outreach and communication activities. Additionally, the program enhances USAID's architecture and engineering services by providing increased support for implementing mechanism engineering design activities, ensuring compliance with engineering and construction contracts, and increasing awareness and knowledge about the challenges, progress, and completion of work. During the second quarter of FY 2016, the program made significant progress in implementing its activities. The Mission PMP was implemented and maintained, and improved implementing mechanism monitoring and evaluation was achieved. The program also increased integration of gender into USAID/Lebanon's activities and provided increased field-level monitoring activities. Furthermore, the program completed project design, management, and reporting requests, advanced the CLA model, and increased development outreach and communication activities. The program also faced some challenges during the quarter, including delays in implementing certain activities and difficulties in accessing certain areas due to security concerns. However, the program was able to overcome these challenges and make significant progress in achieving its objectives. The program's management and administrative issues were also addressed during the quarter. The program's contract administration elements were reviewed and updated, and the program's financial report was submitted to USAID. The program also identified lessons learned and critical assumptions that will inform its future activities. The program's planned activities and upcoming events for the next quarter include continuing to implement its activities, completing project design, management, and reporting requests, and advancing the CLA model. The program will also continue to provide increased development outreach and communication activities and enhance USAID's architecture and engineering services. In conclusion, the PMSPL II program made significant progress in implementing its activities during the second quarter of FY 2016. The program's management and administrative issues were also addressed during the quarter, and the program identified lessons learned and critical assumptions that will inform its future activities.
