Abstract
The program is designed to support the implementation of the Country Development Cooperation Strategy (CDCS) for 2014-2018, which focuses on promoting economic growth, improving governance, and enhancing the resilience of Lebanon. The PMSPL II program is implemented by Social Impact, Inc. and is expected to run from 2018 to 2023. The program's overall goal is to enhance the performance management and support capabilities of USAID/Lebanon, with a focus on improving the effectiveness and efficiency of the Mission's programs and activities. The program's objectives are aligned with the CDCS's development objectives, which include promoting economic growth, improving governance, and enhancing the resilience of Lebanon. The PMSPL II program is structured around three main purposes: (1) enhancing USAID MEL activities, (2) increasing direct support to USAID's program management, and (3) enhancing USAID's architecture and engineering services. The program's activities are designed to support the implementation of the CDCS and to enhance the performance management and support capabilities of USAID/Lebanon. During the second quarter of fiscal year 2019 (January 1, 2019 - March 31, 2019), the PMSPL II program made significant progress in achieving its objectives. The program's implementing mechanism (IM) conducted a series of activities aimed at enhancing the performance management and support capabilities of USAID/Lebanon. These activities included the implementation of the Monitoring, Evaluation, and Learning (MEL) framework, the development of performance indicator reference sheets (PIRS), and the conduct of key informant interviews (KII) to gather information on the program's progress and challenges. The program also made progress in implementing its activities, including the implementation of the Building Alliances for Local Advancement, Development, and Investment (BALADI) program, which aims to support the development of local economies in Lebanon. The program also conducted a series of community service projects (CSP) aimed at promoting economic growth and improving governance in Lebanon. Despite the progress made, the program faced several challenges during the second quarter of fiscal year 2019. These challenges included delays in the implementation of some activities, difficulties in accessing some areas of Lebanon due to security concerns, and challenges in engaging with some stakeholders. However, the program's implementing mechanism worked closely with USAID/Lebanon to address these challenges and to ensure the effective implementation of the program's activities. Overall, the PMSPL II program made significant progress in achieving its objectives during the second quarter of fiscal year 2019. The program's activities are designed to support the implementation of the CDCS and to enhance the performance management and support capabilities of USAID/Lebanon. The program's progress and challenges will continue to be monitored and addressed in the coming quarters to ensure the effective implementation of the program's activities.
