Abstract
The program is implemented by Social Impact, Inc. and is designed to support the achievement of USAID's development objectives in Lebanon. The program is divided into three main purposes: enhancing USAID's M&E activities, providing direct support to USAID's program management, and enhancing USAID's architecture and engineering services. Under the first purpose, PMSPL II has implemented several sub-purposes, including the implementation and maintenance of the Mission Performance Management Plan (PMP), improved monitoring and evaluation of implementing mechanism activities, and increased integration of gender into USAID/Lebanon's activities. PMSPL II has also made significant progress in implementing its second purpose, which focuses on direct support to USAID's program management. This includes completing project design, management, and reporting requests, advancing the implementation of the Collaborating, Learning and Adapting (CLA) model, and increasing development outreach and communication activities by the Mission and implementing mechanism. In terms of geographic focus, PMSPL II has been working across Lebanon, with a focus on supporting the development of the country's private sector and promoting economic growth. The program has also been working to enhance the capacity of local organizations to monitor and evaluate projects, with a focus on increasing the integration of gender into USAID/Lebanon's activities. The program has made significant progress in achieving its objectives, with several key activities and milestones reported during the third quarter of FY 2016. These include the completion of several project design, management, and reporting requests, the advancement of the CLA model, and the increase in development outreach and communication activities by the Mission and implementing mechanism. In terms of lessons learned, PMSPL II has identified several key challenges and opportunities for improvement. These include the need to continue to enhance the capacity of local organizations to monitor and evaluate projects, the importance of integrating gender into USAID/Lebanon's activities, and the need to continue to advance the implementation of the CLA model. Overall, PMSPL II has made significant progress in achieving its objectives and has demonstrated a strong commitment to supporting the development of Lebanon's private sector and promoting economic growth. The program's focus on enhancing the capacity of local organizations to monitor and evaluate projects, integrating gender into USAID/Lebanon's activities, and advancing the implementation of the CLA model has been particularly noteworthy. In terms of timeframes, PMSPL II has been working to achieve its objectives over a period of several years. The program's quarterly progress reports provide a detailed account of its activities and achievements, and serve as a key tool for monitoring and evaluating the program's progress.
