Abstract
The program is implemented by Social Impact, Inc. under Contract/Order No. AID-268-C-15-00001. The program's overall objective is to improve the effectiveness and efficiency of USAID's program management and support activities in Lebanon. To achieve this objective, PMSPL II focuses on three main purposes: enhancing USAID's M&E activities, providing direct support to USAID's program management, and enhancing USAID's architecture and engineering services. In the fourth quarter of FY 2016, PMSPL II made significant progress in implementing its work plan activities. Key activities included the implementation of the Mission Performance Management Plan (PMP), improved monitoring and evaluation of implementing mechanism activities, and increased integration of gender into USAID/Lebanon's activities. Additionally, PMSPL II provided capacity building to local organizations to monitor and evaluate projects, and supported the development of a civic engagement initiative. PMSPL II also made progress in its direct support to USAID's program management, including the completion of project design, management, and reporting requests, and the advancement of the Collaborating, Learning and Adapting (CLA) model. Furthermore, the program increased development outreach and communication activities by the Mission and implementing mechanism, and completed special studies, assessments, and additional M&E requests. In terms of architecture and engineering services, PMSPL II provided increased support for implementing mechanism engineering design activities, ensured compliance with engineering and construction contracts, and increased USAID awareness and knowledge about the challenges, progress, and completion of work. The program also addressed management and administrative issues, including contract administration elements, and identified lessons learned and critical assumptions. Planned activities and upcoming events were also outlined, including the submission of progress summaries, reports, and financial reports. The program's implementation was supported by various figures and maps, including a map highlighting activities of the active implementing mechanisms per governorates, and a figure showing the organic reach of video posts on the USAID Facebook page.
