Abstract
The program is implemented by Chemonics International, Inc. and is funded by the United States Agency for International Development (USAID). The program's organizational structure is divided into three technical components: Productivity and Production Unit (PPU), Value Chain Facilitation Unit (VCFU), and Enabling Environment Unit (EEU). The PPU provides technical capacity building to farmer beneficiaries to increase food security and productivity. The VCFU supports market actors to increase income and farmer's yield. The EEU identifies and analyzes policy constraints to support policy formulation and national level efforts. The program focuses on four provinces: Kandahar, Helmand, Zabul, and Uruzgan. The districts targeted by the program include Kandahar, Helmand, Uruzgan, and Dand, Lashkar Gah, Qalat, Tirin Kowt, Daman, Nad e Ali, Shuja'i, Chora, Zhari, Narwa, Jaldak, Dehrawood, Arghandab, and Nahri Seraj. The PPU will provide technical capacity building to farmer beneficiaries on wheat, high value crops, and livestock. The VCFU will support market actors to increase income and farmer's yield. The EEU will identify and analyze policy constraints to support policy formulation and national level efforts. The program's implementation will be implemented through a number of activities, including: * Technical capacity building for farmer beneficiaries * Value chain facilitation for market actors * Enabling environment support for policy formulation and national level efforts * Monitoring and evaluation of program progress * Gender integration and gender mainstreaming The program's expected outcomes include: * Increased agricultural productivity and food security * Improved income and yield for farmers * Enhanced policy environment that supports agricultural development * Improved market access for farmers and market actors The program's implementation will be implemented through a number of stakeholders, including: * Chemonics International, Inc. as the prime contractor * Afghan Development Association (ADA) as a subcontractor * Coordination of Humanitarian Assistance (CHA) as a subcontractor * Dutch Committee for Afghanistan (DCA) as a subcontractor * USAID as the funding agency The program's budget is $306,000,000, and the program's duration is from October 7, 2013 to October 7, 2014.
