The Victims Institutional Strengthening Program (VISP) is a strategic initiative aimed at providing accompaniment and technical support to the Government of Colombia (GOC) in implementing the Victims Law.

Abstract
The program's objective is to strengthen capacities and build necessary competencies for the timely and effective execution and implementation of the law at the national, departmental, and municipal levels. During the reporting period from January 1st to March 31st, 2020, VISP made significant progress in each of its five intermediate results. In Intermediate Result 1, the program held technical assistance, accompaniment, and capacity improvement sessions with phase 7 municipalities within the Strengthening Model of Territorial Entities, achieving 70% advance on the workplan. Additionally, VISP began implementation of ten institutional strengthening projects on target municipalities, supported the design of territorial development planes at departmental and municipal levels, and provided technical assistance for the inclusion of the victims' comprehensive attention, care, and reparation public policy as required by the Victims Law 1448, 2011. In Intermediate Result 2, VISP worked with the Victims Unit and the Ministry of Health on several topics, including the evaluation of the Psychosocial Attention and Comprehensive Health Care for Victims Program, strengthening institutional teams and staff in charge of implementing rehabilitation measures, supporting the endorsement of the Psychosocial Rehabilitation Methodological Strategy for Coexistence and Non-Repetition, and setting up physical and psychosocial rehabilitation areas at community-rehabilitation centers on seven municipalities. The program also made progress in Intermediate Result 3, Transitional Justice Processes Advanced, by supporting the GOC in advancing reparations for conflict victims. In Intermediate Result 4, Select GOC Institutions and Systems Accommodate the Specific Needs of Ethnic Groups and Women, VISP supported the strengthening of select ethnic communities in their design, implementation, monitoring, and evaluation roles under victim legislation, and improved support and care services for victims of sexual violence in target municipalities. In Intermediate Result 5, Peace for Victims: Institutional Adjustments Needed to Implement Peace Accords on Victims and Reparation, VISP supported the GOC in making institutional adjustments to implement peace accords on victims and reparation. The program's financial report for the reporting period shows that VISP has made significant progress in achieving its objectives.
