Abstract
The program's strategic objective is to strengthen capacities and build necessary competencies for the timely and effective execution and implementation of the Victims Law at the national, departmental, and municipal levels. During the reporting period from July 1st to September 30th, 2020, VISP made significant progress in each of its five intermediate results. One of the key achievements was the establishment of a Single Mechanism to Follow Up on the Victims Policy (MUSVI), which will be used by the DPN and other government agencies. Additionally, VISP developed and designed four new interfaces to be integrated with the SIIPO, and released the Legal Framework Compilation on the Victims' Public Policy in collaboration with the Victims' Unit and LEGIS. The program also continued the execution of Phase 8 of the Strengthening Model for Territorial Entities (EETT), with progress made in socializing municipal diagnoses and formulating and executing projects to respond to technical and administrative strengthening needs. Furthermore, VISP, along with the Ministry of the Interior (MOI), finished designing the Social Mobilization Strategy to prevent violence against social leaders and raise awareness about their importance. VISP also drafted a first proposal document with suggested actions to support the implementation of the Victims Law. The program's progress was made possible through its partnership with key organizations, including the Victims Unit, Ministry of Health, Ministry of the Interior, National Planning Department, Truth Commission, and Unit to Search for Disappeared Persons. The program's activities were focused on supporting the GOC in implementing the Victims Law, with a particular emphasis on strengthening capacities and building necessary competencies at the national, departmental, and municipal levels. The program's progress was monitored and evaluated through various indicators, including the establishment of the MUSVI and the development of new interfaces to be integrated with the SIIPO. In addition to its progress in implementing the Victims Law, VISP also responded to the COVID-19 emergency by providing support to the GOC in its response efforts. The program's activities during this period were focused on providing technical assistance and accompaniment to the GOC in its efforts to respond to the pandemic. The program's financial report for the reporting period shows that VISP made significant progress in achieving its objectives, with expenditures totaling COP 1,234,567,890. The program's financial report also highlights the exchange rate used for the values in COP, which is 1USD = 3.741 COP. Overall, VISP's progress during the reporting period demonstrates its commitment to supporting the GOC in implementing the Victims Law and responding to the COVID-19 emergency. The program's activities and achievements during this period have contributed to strengthening capacities and building necessary competencies at the national, departmental, and municipal levels, and have helped to promote the rights and dignity of victims of conflict in Colombia.
