The Victims Institutional Strengthening Program (VISP) is a USAID-funded initiative aimed at providing accompaniment and technical support to the Government of Colombia (GOC) in implementing the Victims Law (Law 1448 of 2011) and the Peace Accord.

Abstract
The program's strategic objective is to strengthen capacities and build necessary competencies for the timely and effective execution and implementation of these policies. During the reporting period, October 1st to December 31st, 2020, VISP made significant progress in each of its five intermediate results. In Intermediate Result 1, the program completed phase 8 of the Institutional Strengthening Model of Territorial Entities, benefiting 15 territorial entities and 4 victims' associations. Ten territorial entities were selected for phase 9, and their needs assessments were performed. Additionally, VISP, in collaboration with the Ministry of Interior and the National Planning Department, concluded the first draft of the Respect and Guarantees for the Defense of Human Rights' Defense Work Public Policy, which is expected to be issued by Decree in the first trimester of 2021. In Tierralta, Cordoba, and Caquetá, local governments and victims' organizations were strengthened to implement the Victims Law. VISP also contributed to the identification of 1,617 social and community infrastructure constructions that comply with reparation measures and contribute to 412 Development Programs with a Regional Focus (PDET) initiatives. In Intermediate Result 2, Comprehensive rehabilitation services for victims' physical and mental wellbeing, VISP supported the improvement of psychosocial and community rehabilitation services by the GOC. The program also contributed to the improvement of physical rehabilitation services and increased access to rehabilitation for victims. In Intermediate Result 3, Transitional Justice Processes Advanced, VISP supported the advancement of GOC reparations for conflict victims. The program also contributed to the improvement of access to reparation measures and the establishment of conditions for non-repetition. In Intermediate Result 4, Select GOC Institutions and Systems Accommodate the Specific Needs of Ethnic Groups and Women, VISP supported the strengthening of select ethnic communities in their design, implementation, monitoring, and evaluation roles under victim legislation. The program also contributed to the improvement of support and care services for victims of sexual violence in target municipalities. In Intermediate Result 5, Peace for victims: institutional adjustments needed to implement peace accords on victims and reparation, VISP supported the institutional adjustments needed to implement peace accords on victims and reparation. The program also contributed to the development of a comprehensive guarantees program for women leaders and human rights defenders. In addition to these achievements, VISP also contributed to the COVID-19 response by providing support to the GOC in its efforts to address the pandemic. The program's activities and results achieved in support of the COVID-19 emergency are described in Section 4 of the report. The report concludes by highlighting the challenges encountered during this period and the priorities for the next quarter.
