The Victims Institutional Strengthening Program (VISP) is a USAID-funded initiative aimed at providing accompaniment and technical support to the Government of Colombia (GOC) in strengthening capacities and building necessary competencies for the timely and effective execution and implementation of the Victims Law.

Abstract
The program's strategic objective is to provide accompaniment and technical support for GOC policies, systems, and institutions at the national, departmental, and municipal levels. During the reporting period from October 1st to December 31st, 2018, VISP made significant progress in each of its four intermediate results. Intermediate Result 1 focused on improving the GOC's strategic management for victims' law, with VISP supporting the construction of the National Development Plan 2018-2022 by facilitating victims' participation in regional and thematic discussion sessions. The program also achieved the approval of the Victims Law Monitoring and Follow-up Commission for the set of indicators proposed to follow-up the Victims Law. Intermediate Result 2 focused on improving the GOC's rehabilitation services for the wellbeing of citizens, with VISP advancing on the strategy for the implementation of the Comprehensive Health Attention Protocol for Conflict-Victims. The program also progressed on the mainstreaming of the psychosocial approach in the collective reparation process, impacting nine collective subjects comprising over 24,000 victims through the methodology entitled "Living the Difference". Intermediate Result 3 focused on transitional justice processes, with VISP delivering the prioritization criteria and the bank of initiatives which make part of the Model for Strengthening Comprehensive Reparations Initiatives to the Victims Unit. The bank of initiatives contains 211 individual and collective projects, aiming for a more transparent access to technical support and measures of restitution, satisfaction, rehabilitation, and non-repetition. Intermediate Result 4 focused on strengthening the GOC's institutions and systems to accommodate the specific needs of ethnic groups and women, with VISP performing four training sessions on project formulation with MGA and logical framework methodologies for ethnic-communities victim of the armed conflict. The program also advanced on the characterization of 52 territorial entities regarding their capacity to mainstream the ethnical approach on the reparation measures contained on the Decrees-Law 4633 and 4635 of 2011. Intermediate Result 5 focused on victims and peace, with VISP supporting the USDP in the definition of its strategic framework for the next five years. The program also supported the USDP in its participation strategy with victims' and civil society organizations for the elaboration of the National Search Plan. The program's financial report for the quarter shows a total confirmed fund of US 91,693,390, with total federal funds authorized at US 82,081,182, total cash receipts at US 68,120,000, and total cash disbursements at US 69,188,259. The report also includes a summary of the institutional progress achieved in the Victims Unit Comprehensive Route for Attention and Reparation regarding its communication channels, response to petitions and writs for protection, notification processes, and territorial attention.
