Abstract
Substantive progress was made in each of VISP's five intermediate results during the reporting period. Intermediate Result 1 focused on improving the Government of Colombia's (GOC) strategic management for the Victims Law implementation. VISP began implementing Phase 7 of the Strengthening Model of Territorial Entities (EET), preparing institutional strengthening projects for ten target municipalities. The Program also advanced the design of actions and strategies to promote coordination and complementarity among State entities responsible for promoting the right to truth and memory. Intermediate Result 2 aimed to improve the GOC's rehabilitation services for the wellbeing of citizens. VISP continued working with the Victims Unit and the Ministry of Health on topics such as the systematization and evaluation of the Psychosocial Rehabilitation and Integral Health Program for Victims (PAPSIVI) and other rehabilitation measures within Law 1448 of 2011. The Program also strengthened institutional teams and staff in charge of implementing rehabilitation measures and supported the construction of the National Psychosocial Rehabilitation for Coexistence and Non-Repetition Plan (PNR). The Victims Institutional Strengthening Program continued to work on Intermediate Result 3, which focused on advancing transitional justice processes. VISP advanced the design of actions and strategies to promote and harmonize the actions of the National Center for Historical Memory and the Truth Commission. The Program also finalized recommendations for harmonizing the actions of the National Victims Assistance and Reparation System (SNARIV) with those of the Special Jurisdiction for Peace (JEP). Intermediate Result 4 aimed to select institutions and systems that accommodate the specific needs of ethnic groups and women. VISP strengthened the design, implementation, evaluation, and evaluation roles of select ethnic communities under the victim law. The Program also improved support and care for victims of sexual violence in target municipalities. Intermediate Result 5 focused on peace for victims, with institutional adjustments needed to implement peace accords. VISP advanced the design of actions and strategies to promote and harmonize the actions of the National Victims Assistance and Reparation System (SNARIV) with those of the Special Jurisdiction for Peace (JEP). The Program's financial report showed a total expenditure of $1,500,000 during the reporting period. The report also included a list of projects in Cauca, a map of municipal and departmental roundtables, and a graph showing the affiliation status of the general population, RUV, and victims with psychosocial attention in PAPSIVI. The report concluded that the Victims Institutional Strengthening Program made significant progress in each of its five intermediate results during the reporting period. The Program's efforts focused on improving the Government of Colombia's strategic management for the Victims Law implementation, rehabilitation services, transitional justice processes, institutional adjustments, and peace for victims.
